[Feat] Write time zone support for timestamps

I came across the following.. in python/grass/temporal/c_libraries_interface.py

Currently there are no timezone supports when timestamps are written.

There is currently no specification for how this should be implemented. Specification, experimentation, and creating an implementation plan is the work which needs to be done here.
