Describe the bug
When moving one of the panels (e.g., Data, Tools, Layers) to another place, it often creates, while dragging in place, a blue semi-transparent overlay that cannot be moved and blocks all interactions with elements below it (see screenshot).
To reproduce
Drag any of the panels to another place. It does not always occur, so you may have to repeat it a few times.
Expected behavior
The panel is moved to the new location without problem.
