[Bug] Moving panel creates blue overlay preventing interaction

Describe the bug

When moving one of the panels (e.g., Data, Tools, Layers) to another place, it often creates, while dragging in place, a blue semi-transparent overlay that cannot be moved and blocks all interactions with elements below it (see screenshot).

To reproduce

Drag any of the panels to another place. It does not always occur, so you may have to repeat it a few times.

Expected behavior

The panel is moved to the new location without problem.

This is an issue that goes a long way back, at least 8.4, probably earlier

Under my desktop environment (Gentoo GNU/Linux distribution with X11 and dwm, Intel GPU driver, wxPython 4.2.5 version), semi transparent striped black rectangle show up during move undocked panel but correctly disappear after docking (I tried many different positions).

What is the happened, when you try undock/dock (double left mouse click) this kind of "freeze" panel?

The blue overlay is not a panel. By lack of better words, it covers the position where the panel was before moving it to another place. So the panel I moved, I can move again, like any other panel, except when it is under the blue 'cover', I cannot interact with anything below that.
