Menu Item - Display as Menu, but also open on click?

I'm quite sure someone familiar with the code could quite easily add the feature, but I'd love the ability to have a menu item that acts similarly to the shutdown menu, where on click it opens the item, but upon hover or clicking the menu arrow opens the item as a menu. In my particular case, I am wanting to do this with the 'This PC' item, so I can open This PC on click, but on hover or upon clicking the menu arrow it opens the list of drives.

I'm wondering if 1) this is something other people would find valuable, and 2) if this is something that would be as easily implemented as it would initially appear?
