URL files not showing icons after removal of Internet Explorer

Describe the bug

When you remove Internet Explorer, icons for URL files don't appear until they've been copied.

Start menu

To reproduce

1. The easiest way is to have a Steam game installed with a start menu shortcut. Any URLs with unique icons work, though.
2. Go to Windows Settings
3. Go to Apps & features
4. Go to Optional features
5. Remove Internet Explorer 11

Expected behavior

I expected the icons to go back to normal immediately after I pointed Windows to open URL files with my web browser.

Additional context

Icons reappear after you make a copy or shortcut of the file.

Try to delete cache using Open-Shell Settings -> Backup -> Clear cached information.
