This bug only occurs when this value is negative.
Here is the value i was using
Everything is normal when i launch an explorer window.
If I go to control panel from this explorer window or open control panel separately, click a category or an applet once then navigate back into explorer in the same window (to address C:\ for example) the spacing breaks.
My screenshots are from my Windows 10 1909 installation, the same issue also occurs on my main Windows 11 23H2 install.

To reproduce
Open Control Panel
Navigate into any category or applet.
Navigate back into explorer by typing a folder address into address bar or just rapidly press up button.
Expected behavior
The spacing should have stayed the same.
