unable to enable the toolbar after unchecking it on windows 11

Describe the bug

Unable to enable the toolbar after unchecking it on windows 11.
Unchecked it and now I am unable to re-enable it or find any settings
related to checking it again.

Area of issue

Windows Explorer

To reproduce

go to file explorer
right click the top and uncheck the toolbar.

Expected behavior

No response
