Describe the bug

Shift-click and Shift-Win no longer bring up original Windows start menu when options are set to "Windows Start Menu". Now Shift-click and Shift-Win do nothing when those options are selected.

Settings the options to "Open-Shell Menu" produced the expected behavior, the Open-Shell Start menu appears.

To reproduce

  1. Make sure Open-Shell settings "Shift+Click opens:" and "Shift+Win opens:" are set to "Windows Start Menu" (See screenshot below)

  2. Either:
    Press Windows key on keyboard while holding Shift
    Or
    Left-click on Open-Shell taskbar icon (leftmost icon) while holding Shift, on any monitor

  3. Observe that nothing happens.

Expected behavior

Expected behavior would be for original Windows Start menu to be shown.

4.4.195 and 4.4.196

Windows version

Windows 10 Pro 22H2 (10.0.19045 Build 19045)

Additional context

This used to work, I don't know since when it stopped working but it's been at least a few days, if not weeks, and there were many system restarts since I first noticed it stopped working. It might have stopped working after a Windows update
