[EC_HW] Mainline support for Orion O6 board

Orion O6 HW is open source platform supporting ARM v9.2 and secure EL2.

All changes are in repo here https://github.com/cixtech/bios-cix-odp/tree/philgweber/haf_new

Work with CIX to get these all into mainline TF-A, Hafnium and their external repositories
