[Feature]: Reorganize the enable_patina_test Feature to be Owned by patina_dxe_core #1159

Feature Overview
Currently enable_patina_tests is a feature of patina SDK and cannot be directly used in patina_dxe_core. A new feature needs to be added to patina_dxe_core to use this.
Solution Overview
Add a new feature in patina_dxe_core to drive enabling patina_tests. Consider reorganizing the TestRunner component to be a part of the core. Then, use the patina_dxe_core feature to selectively add the core_patina_tests module to the core.
