Tracy can be updated to 0.13.1

The Tracy-CSharp package we use has been updated to 0.13.1. There probably haven't been large enough changes to the API to make this a difficult upgrade, though it would need tested.

the changes are pretty small, it's just a different welcome message structure since delay got removed

We don't implement the protocol directly. Tracy-CSharp generates bindings off of the Tracy repo.

This just needs an update of the NuGet package.
