Add xml export option for motion vote results and agenda

Current behavior
Motion vote results and agenda miss a xml export option.

Wanted behavior
Add option to export motion vote results and the agenda as xml export. It's not necessary to do change both in one step. Additionally namespace an be currently ignored.

XML is a broad field. XML is more verbose then JSON.
One idea is to use the XMLDocument and a XMLSerializer in JS to generate the XML-String or use a xml builder lib.

A motion vote PDF includes a title and options with name and value.
So a XML could look like (as example):

The agenda export is another thing. This export is large and I need a lot more details what the agenda XML export should provide.

Another idea is to add a XML schema file.

Agenda
Agenda XML content should base on the csv export option. Here a possible xml structure:

Motion vote export
The example looks fine. One suggestion, the word options should be changed to result.

Motion vote XML export:
We rewrite the vote service at the moment. I think with that the result data can more easily accessed. I would wait for that.

One idea is to use the FileExportService for the download.

Agenda XML export
As far as I remember, agenda items could include sub agenda items. A sequence of agenda items wouldn't include that.
Perhaps have something like:

to have the tree structure.

tags are not just one, so it would be better to have:
