Sui Move coverage for OZ Skills + CLI: a setup-sui-contracts scaffold (copies an example + wires Move.toml from the README catalog) shipping an AGENTS.md and a pre-installed skill (MCP config is user-side), plus audit-support and integration skills. Mirrors the existing Solidity/Cairo/Stylus/Stellar coverage. Requires the metadata layer (#375).
Acceptance — effectiveness eval (required). The scaffold must build + test green on creation; and a corpus of natural-language asks must yield projects that compile, resolve r.mvr deps, pass tests, and use the examples — scored deterministically (Promptfoo / Microsoft Waza / the openzeppelin-skills setup). The effectiveness eval harness is owned by #376; this issue does not define a separate one.
