Link to the PowerShell gallery in the installer wizard and in SCMU #4744

Describe the suggested improvement

Is your improvement related to a problem? Please describe.

Since PowerShell modules no longer ship with the ServiceControl installer but are available from the PowerShell gallery, when users install ServiceControl using the installer, there are no indications that the PowerShell modules were not installed.

Describe the suggested solution

We should be adding a note with a link describing where the PowerShell modules can be found. It should be visible at installation time in the wizard and in SCMU
