/replace parameter suggestion loading screen can be misleading #300

Summary of the new feature / enhancement
Since we rely on the az cli tab completion for the parameter replacement suggestions, there is the potential for a timeout to ensure an uninterrupted user experience. There are occasional loading screens that show up but after they appear there still may be a timeout and so there will not be any suggestions. This makes the me think there will be responses but when there isnt anything it is confusing.
Proposed technical implementation details (optional)
Perhaps we avoid having the loading screen at all to avoid expectations being shattered
