Opsgenie Transition to Jira Service Management - update/add block to reflect

Describe the current behavior

Atlassian is transitioning customers from OpsGenie to Jira Service Management. As a result, eventually the OpsGenie API enpoints will go away. We use the OpsGenie webhook block for sending alerts from Prefect. Can there be a block created that uses the new Jira API to create alerts so that we can transition to JSM?

Describe the proposed behavior

Same webhook as currently exists, just different endpoint and possibly different params.

Example Use

Send alerts to JSM.
