There haven't been any PRs merged to the 7.x branch since the 7.8.2 release in February 2025, or any merged to the master branch since June 2024. Are any maintainers still active?

I am also very curious about this.

I understand that there wasn't supposed to be any significant development for this project until browsers adopt the Observable API; but now that it has been added to Chromium, why is there still no activity in this repo? Are maintainers waiting for all browsers to add the Observable API? Is the Observable API in Chrome still considered too experimental? Or has everyone switched to ai-related jobs, and lost interest in rxjs?

The wording in #6367 was

NOTE (10/28/2024): RxJS 8 is on hold while observable is being standardized for the web platform. RxJS 8 should match the web platform as much as possible and support it directly.

So the final release of RxJS 8 is officially blocked on standardization, not implementation of the draft standard by one browser - but there are lots of things that could still be done before v8's release, like removing any from the public API, fixing the convoluted nest of tsconfig.json files to not break with the latest version of TypeScript, updating CI to use versions of Node that aren't EOL, or the dozens of unreviewed PRs like #7502 and #7512.

Update: Someone turned on Copilot automatic review for this repo at some point before June 23 #7608 (comment). Then nx-cloud got turned on at some point before someone on the RxJS Core Team opened a Copilot-written PR 4 days ago #7609

@benlesh's contract with OpenAI wrapped up over a month ago, so that's probably why! Officially there's a 'RxJS Core Team' but he added this file in #7616:
