glibc must be <= 2.40 for any CUDA version

I'm on a week old install of Fedora 41, which ships with glibc-2.41. Documenting the steps I took to get it the project building. Not sure if there's a tonne of value if we add this to the build script, I can throw up a PR if we do think it's worth it.

The following assumes you have a symlink for /usr/local/cuda/ to the appropriate version
