SEB Query String ??? support for folder redirect

Relates to ticket #979.

Hoping support can be added (even if it's undocumented) that ???folder will redirect to the startURL with the folder attached.

Config = sebs://foo.com/seb-test.seb???bar
Start URL = http://foo.com
Results in = https://foo.com/bar

I'll gladly URLEncode the argument value if a subfolder is needed and / character leads to issues in query string.

Then sebs://foo.com/seb-test.seb???bar%2Fsub results in https://foo.com/bar/sub

Thanks for the request, we'll have a look at it once time permits. As this would need to be coordinated with the macOS version, it definitely may take some time (also depending on the backlog of @danschlet).

Hi @dbuechel sorry to reply here for something else, but felt it would be less intrusive than creating a new issue. Finally got more details on SEB crashing unexpectedly (issue #977) but I do not have permission to re-open it.

Would you be so kind?

Working on creating an easier reproducible scenario to share than the one I currently go through to cause the crash to happen.
