Automated DOI generation

As agreed on by the SasView community, all subpackages will have their own DOIs. This will require a few changes to SasView

Tasks required:

• Port the DOI generation (build_tools/release_automation.py) process into the CI to automate DOI generation
• Update the README to include the latest citation information
• Update the documentation (and help docs) to include citation information
