Add support for reseller ACL access

Would be great if there was a feature that resellers can be given an ACL to access the ProSpamFilter addon to add/remove domains. Then also be able to limit this to specific values. For example:

Allow reseller1 10 domains (ability to provision 10 domains)
Allow reseller2 15 domains (ability to provision 15 domains etc)

@ashleyse2016 Why doesn't the domain limit from the normal interface doesn't work in this scenario? Or do you want to be able to add domainlimit directly from cPanel?
