Add the ability to enable Steam's built-in console in the developer settings

Feature Request Description

I think that it would be good to add in the developer options the option to enable the built-in Steam console.

Further Description

Being able to access the Steam console would be very useful for devs and tinkerers and would provide an easier way to access this tab on Steam Deck and Linux systems. Would also have the benefit, like with the option of enabling Valve internal, would enable it on boot both in Big picture and Desktop mode.
