data is type as undefined when placeholder is set

I am aware that there has been previous discussion before like this one, but they are closed and is old, and this behaviour is fixed for initialData

issue

    data: todos, // is defined as Todo[] | undefined 
    isPending,
    isError,
    error,
  } = useQuery({
    queryKey: todosQueryKey,
    queryFn: () => fetchTodos(limit),
    placeholderData: [],
  });

based one what I found on old discussion that it was difficult to do.

but I see that it is fixed for initialData, so can't it be done with placeholder data.
