Cannot use index.tsx to get exact match for Dynamic Route Segment after Optional Path Parameter

When I construct the route this way, the path /locale/slug does not work.

However, if I set it up this way, /locale/slug will match.

Normally, placing index.tsx in any folder gives an exact match, except in this case. Is this expected behaviour?
