First stable public release of the advisory four-stage issue pipeline, model-free demonstration, saved-artifact adapter, and policy validation. Includes public reference metadata and tests. The vendored policy now matches Configuration 0.2.0's stable status and digest. Workflow output visibility is documented according to repository access; no automatic issue mutations exist.
