Bounty Player

## 2. Description of Change
Add a new command `sm_bounty <player> <credits>` where a player can add a bounty on a player, when adding a bounty it shall ask for requirements such as how many times a player needs to kill them to get the bounty.

* **Potential Side Effects:** Targeting would be more obvious
