Task Description

Align the PSGC region display name National Capital Region to the official form National Capital Region (NCR) across all FSH example files. The PSGC CodeSystem fragment defines the display for code 1300000000 as National Capital Region (NCR), but several examples used the shortened version.

Rationale

All PH Core examples consistently use National Capital Region (NCR) as the display for PSGC code 1300000000.
