Add basic unit test to configs setup and course endpoints for future improvement

Write minimal unit tests on utils functions in ```configs/setup.go```, ```controllers/controller_utils.go```, and non-aggregating course endpoints (```/course/``` & ```/course/:id```) as proof of concept to establish testing coverage as well as approach in the future.
