Make UTBot CLion plugin dynamic

**Description**
Currently when user uninstall plugin CLion asks to restart IDE. Ideally it should be fully unloaded without restart.  More on that topic in Intellij documentation - https://plugins.jetbrains.com/docs/intellij/dynamic-plugins.html
