build(ci): build artifacts when Rust-code is updated

What if we modify the CI itself to be allowed to generate artifacts from PRs? That's what Termux does

So you mean it should be possible to manually kick off building artifacts? If that's not what you mean, feel free to explain.

I mean manually building artifacts for PRs or any branch that isn't part of this repo. But it seems that's not possible 😕. It's weird that it can only be done automatically
