`Open URL` can navigate in the wrong window/binary

Bug Description:
Using Open URL with multiple windows and binaries open can navigate in the wrong window/binary

Steps To Reproduce:

1. Open /bin/ls in a window
2. Open /bin/[ in a window
3. Open a new tab next to /bin/ls
4. Use Open URL with binaryninja:/bin/ls?expr=$start
5. Notice /bin/[ navigates to $start
