Inconsistencies between what has live settings and what does not

There seem some areas that have this, yet others do not. What are criteria for if something has live settings?

For example date/time format doesn't, yet site title does. Also general settings does and others seem to have it a lot less.

Ideally, everything should have it; at this stage, only General Settings works, and date/time requires a core patch at the moment.
