Remove Staff List plugin functionality from Largo

• Keep existing styles
• Keep functions needed for non-Staff-List items
• Remove Widget
• Remove [roster] shortcode
• Provide documentation for what's changed, and how to put it back

Removing this from the 0.6 milestone because we've stopped work on this particular plugin.
