Describe the bug
its not able to edit the photo when select the customize chrome option in google home page.if the option is there it is easy to crop,edit ...and keep the photos .

To Reproduce
Steps to reproduce the behavior:

1. Go to 'google homepage'
2. Click on 'customize chrome'
3. go to 'customize this page'
4. click on 'background'
   5.click on 'upload from device'
   6.Upload the photo from from device
   7.Click on done
   8.the photo in background is not fit to the screen.
5. See error

Expected behavior
If there is edit options it is very easy to the users to customize the home page with photos,text.....
