The repo is a total mess

There are many old issues and PRs and i have lost track of things. many platforms i can't even test (mac os, android, i hardly have a usable windows machine anymore either).
also we have two build systems, premake5 and cmake, both of which i'm not a fan of.

i don't know how to fix this situation nicely :(

On my side, I can take care of the D3D and OpenGL parts. That said, I do think we need to improve or delegate the review process so reviews don’t take so long.
