The name gives it away: It's a library to read and write CycloneDX files in both JSON and XML as well as a CLI tool using this library to generate SBOM files for Rust projects.
It differs from most (all?) other SBOM generators for Rust by not only relying on Cargo.lock but by also parsing relying on the output of cargo metadata making it possible to capture architecture, flags etc.
