Add Power Platform Tool Installer as part of all Windows images or as a special PowerPlatform image

I know not everyone uses this but right now, if you want to do anything ALM related with Power Platform, your pipeline needs to run the Power Platform installer as an extra step - this can take from 30 sec to 3mins.

A typical Power Platform migration may need 3 pipelines - one to export from the environment, one when merging into master and one when releasing into the next environment- this needs to be installed each time each of these pipelines are run.

Having it pre-installed will mean faster builds for Power Platform developers but also ease the resources consumed on the MS hosted agents.
