Add shouldRespond handler to voice

Right now the voice is responding to all inputs, but should have a shouldRespond handler. This was not implemented for response speed, but should definitely be there. We can also call should respond and generate text simultaneously if we want to optimize speed, although with gpt-4o-mini the should respond should be pretty fast.
