Allow twitter client to configure who to reply to based on following relationship #264

It would be good to allow agent owners to be able to turn on/off who their twitter agents reply to.

Preference is to just reply to accounts the agent is following.

This will reduce spam and allow agent owners to have a bit more control over interactions.
