Update Genetic Algorithm implementation in AIMA4e

Currently, GeneticAlgorithm.java does not follow the pseudo code of 4th edition.
@samagra14 I would like to work on this issue. May I proceed?

Hi @jsuyash1514 The code in pseudocode is of an older version of genetic algo. Things keep changing in the fourth edition. I will update the pseudocode soon. After that you may proceed.
