Looks like the persistence TCK didn't catch this because we don't run any of the other specs with a tagger enabled - I'm going to discuss this with @Arkatufus - I think it would be worthwhile for us to add that, generally, across all of the TCK specifications so we can catch configuration bugs like this in the future.
