Toolbar icon / menu command

I would like to be able to apply the alert to highlighted text.
Is it possible to add a toolbar icon(s) and/or menu command(s) ?

I accept PRs. If someone will implement it, I can validate and release new version.

I stopped using Joplin a while ago, I don't expect more work from my side on this project.
