Provide a Maven bill of materials (bom)

Please can you provide a Maven bom? This removes the need for developers using the SDK to specify versions of each dependency and potentially get conflicts between versions.

Every other major cloud provider has one:

1. GCP
2. OCI
3. AWS
4. Azure
