Removes a number of items from the Resources and tools page that don't follow our contribution criteria for resources and tools.. All of these removals are because the resource is out of date, aligning with our specific criterion:

All 3 of these resources are from the 'Create prototypes and wireframes' section, leaving that section now comparitively bare. Interested in takes from designers on if this is an unreasonable change.
I wasn't sure about the flow diagram resources. All of them are out of date so this would mean removing that section. However it's unclear if this is ok since flow diagrams are more concerned with pages types than components.
A few resources are borderline in terms of our criteria:
This PR has prompted some discussion in the team about our R&T criteria, notably that 3 months might be too harsh. Some initial thoughts are to make it more lenient by changing it to the most recent major version rather than the latest release. An idea in the same vein is to have an 'archive' section or page that allows us to keep resources that have become out of date but might still be useful for people. These aren't things for this PR but are worthwhile to think about.
