NSLS-II Integration

We have agreed to integrate NSLS-II into our tomography flow.

I think what this needs is:

A new flow definition that takes tiled in and tiled out as parameters
A task that downloads files from tiled onto our hardware
The rest of the ALCF or NERSC looks the same until...
A task at the end that writes the output results back to their tiled.

At ALCF, it all has to go back and forth between ALS and ALCF through globus because we can't have outbound requests.

At NERSC I think it can.
