ament_cmake_vendor_package should have powershell (ps1) templates #611
Description
When experimenting with VS2022/Win11/Powershell, I noticed that the gazebo vendor packages didn't correctly work.

It's likely that we need to also create powershell scripts for ament_cmake_vendor_package and expand them accordingly so that downstream packages will correctly pick up required environment variables.
