Which API can be used to reply to buyer messages

When I see the Messaging API ：https://developer-docs.amazon.com/sp-api/docs/messaging-api-v1-use-case-guide
However, the description of this API indicates that：“you cannot use this API to respond to messages from buyers.”
I want to ask what API can I use to to reply to buyer messages？
