Summary

Azure has released 5.2 Codex. This PR adds the config to both Azure and the Azure Cognitive Services.

Note @rekram1-node I followed the existing pattern for azure-cognitive-services where it simply references the duplicate Azure model/.toml spec. The CI validation wasn't a fan. Separate issue but maybe we could have the validator navigate to the correct .toml file to prevent this in future? Happy to look into it and contribute something. Cheers
