Can stateless container deployment be supported?

Because it is not convenient to deploy the current deployment machine in a stateful manner, and the disk mounting method may be handled abnormally, we hope to support storing configuration information in the db.

@xbsheng I'm not sure the following is a solution, but it should be an option.

0. Using AUTO_INSTALL ENV for first time install.
1. Using k8s configmap to store the config file and mount on /data/conf/config.yaml.
2. It may also be required to configure the mounting of a i18n dir.
3. Using cache-redis plugin to replace local disk cache.
4. Using storage-s3 plugin to replace the feature of saving local files.

The stateful questions I can think of would be these for your reference.
