This PR changes the restart policy to unless-stopped for all LakeFS
containers in the file-service package.

Manually ran `docker compose up` from `file-service/src/main/resources`
to confirm all LakeFS services still start cleanly.
Verified that the containers do not automatically start after stopping
lakefs or restarting the Docker daemon.
