Some page Title: meta-data entries now have "| Apache Software Foundation" appended, most do not.
There does not seem to be a pattern to this.
Also, rather than change the title (which will generally change the H1 anchor, meaning more work to fix that), it might be better to add an option to the template to add the suffix if the appropriate meta-data entry is present.

You're right, all pages are not consistent as we didn't make content all pages on the site -- rather, only to the pages that would be affected by the navigation changes.
The goal is to move to all Titles having the "| Apache Software Foundation".
The page Title is written in a search-friendly way, while the H1 anchor is what appears on the page itself and written in a user-readable way (hence the difference).
@Paul-TT and I are looking at an easy way to apply this in a template based on your suggestion. Thanks!
